During the Pahlavi dynasty, some of the government's pseudo-modernization policies were based on laws that contradicted Islamic law. In this secular atmosphere, the Qom Seminary, in accordance with the existing conditions and capacities, adopted various methods to nullify these laws or prevent the implementation of government policies. From the time of the re-establishment of the seminary by Ayatollah Haeri until the death of Ayatollah Boroujerdi in 1961, although there was clear and open resistance from the seminary's clergy and religious authorities to these policies, there were also some seemingly conservative approaches. Approaches that may be interpreted as a form of tolerance, compromise, or cautious coexistence with the state. The historical narrative of this confrontation and the analysis of the diverse strategies of resistance of the Qom region against the political domination of the state are the main issues of this research. (Problem) The main question is how to explain the resistance strategies of the Qom region against the anti-religious decisions and actions of the Pahlavi monarchy. (Question) This article was conducted using a historical-documentary method and within the framework of James Scott's "hidden narrative" theory. (Method) The findings show that the Qom seminary, as an institution of cultural awakening and resistance, was able to maintain its institutional independence and religious legitimacy during a period when the government limited the capacity for open opposition by adopting diverse resistance strategies. These everyday resistances, although seemingly small and limited, gradually contributed to the erosion of the government's legitimacy and paved the way for broader social changes in the future.
